This research examines Nepal’s existing legal framework on animal welfare and analyzes the challenges faced in protecting stray animals. The study explores issues such as inadequate legislation, weak enforcement mechanisms, and limited public awareness, while also comparing Nepal’s laws with international animal welfare standards and practices. Based on these findings, the research proposes recommendations for stronger legal protections, improved policy implementation, humane population management, and greater public responsibility to ensure the welfare and protection of street animals in Nepal.

The study highlights the need for stronger legislation, better enforcement, institutional accountability, and greater public awareness. It also emphasizes the importance of humane education and recommends the adoption of a comprehensive Animal Welfare Act to improve legal protections for animals in Nepal.
